Ukraine's European allies marshalled resources this week to provide the besieged country with air defences against drones and ballistic missiles. The European Union also announced an 18th round of sanctions designed to sever all remaining Russian energy imports, and proposed a fivefold increase in the common defence budget to boost EU defence research and procurement. European leaders convinced the United States to symbolically rejoin the 52-nation Ukraine Defence Contact Group coordinating defence donations, but not as a donor. It was the first such meeting attended by US Defense Secretary Pete Hegseth since February, when he told EU members that pushing Russia out of Ukraine's internationally recognised territory was unrealistic. As the ideological chasm between the EU and the US over Ukraine widened, Russia continued to pound Ukrainian defenders, making a few inroads.

Ukraine has reported dozens of civilian deaths from Russian attacks over the past week, including three killed in a late-night assault on Wednesday in the southeastern city of Dnipro. A child was among the victims of the drone attack, which came hours before high-stakes meetings in Paris due to take place later on Thursday, during which United States Secretary of State Marco Rubio and special envoy to the Middle East Steve Witkoff are to meet French President Emmanuel Macron and other European officials to discuss the conflict. Ukraine's defence and foreign ministers, as well as President Volodymyr Zelenskyy's chief of staff, are also in the French capital for talks with US and European Union delegations, though Kyiv's delegation has not specified who it plans to meet. But as Moscow's self-imposed 30-day ceasefire on energy infrastructure approached its close, talks to achieve a broader ceasefire so far have showed little sign of progress. Russia has stuck to its hardline positions while accusing Ukraine of violating the energy ceasefire, to which Kyiv never agreed.

The United States says it will supply Patriot air defence missile systems to Ukraine as part of a 6bn additional aid package, Defense Secretary Lloyd Austin announced on Friday, calling it the largest security assistance package to Kyiv since Russia's invasion in 2022. The package is the second this week after President Joe Biden signed a much-delayed bill to provide a total of 61bn of new funding for Ukraine. The package also includes more munitions for the National Advanced Surface-to-Air Missile Systems, or NASAMS, and additional gear to integrate Western air defence launchers, missiles and radars into Ukraine's existing weaponry, much of which still dates back to the Soviet era. Ukrainian President Volodymyr Zelenskyy discussed the need for Patriots early on Friday with the Ukraine Defense Contact Group, a coalition of about 50 countries gathering virtually in a Pentagon-led meeting. The meeting fell on the second anniversary of the group, which Austin said has "moved heaven and Earth" since April 2022 to source millions of rounds of ammunition, rocket systems, armoured vehicles and even jets to help Ukraine rebuff Russia.

Ukraine's defense minister said Wednesday his country has received the U.S-made Patriot surface-to-air guided missile systems it has long craved and which Kyiv hopes will help shield it from Russian airstrikes during the war. "Today, our beautiful Ukrainian sky becomes more secure because Patriot air defense systems have arrived in Ukraine," Defense Minister Oleksii Reznikov said in a tweet. Ukrainian officials have previously said the arrival of Patriot systems, which Washington agreed to send last October, would be a major boost and a milestone in the war against Moscow's full-scale invasion.

The Kremlin has said Patriot missile defence systems would be a legitimate target if sent to Ukraine to intercept the barrage of incoming Russian missiles that have crippled the war-torn country's power infrastructure. Former Russian President Dmitry Medvedev on Wednesday warned NATO against equipping Kyiv with Patriot missile batteries. It is likely the Kremlin will view the move as an escalation. The comments come as Moscow said no "Christmas ceasefire" was on the cards after nearly 10 months of the war in Ukraine, even as the release of dozens more prisoners, including a United States national, showed some contact between the two sides remained. Russia and Ukraine are not currently engaged in talks to end the fighting, which is raging in Ukraine's east and south while Moscow has carried out missile and drone strikes on power and water facilities across the country, including the capital city Kyiv.
